The Government has clarified that the 

• PAN 
• Aadhar Card 
• Ration Card

are NOT proof of citizenship. 
PURPOSE OF THE DOCUMENTS 

1. Aadhaar establishes identity and address but not nationality. 
2. PAN cards are issued for taxation purposes,
3. Ration cards are primarily used for availing subsidized food

The real proof of citizenship is 

• Birth Certificate 
• Domicile Certificate 

Only authorized authorities can issue birth certificates, which serve as proof of citizenship if the individual was born in India. 

• The Indian Passport is also being considered as a valid document for citizenship.
